Add a Captcha, remove spam comments.

Spam comments on almost every petition. A captcha would help with that, as well as giving the staff the ability to trash the comments.

Hey Mini. Thanks for the suggestion. There is manual comment authorization right now - not sure how these ones got through, but they've been deleted.
